Lee Myung-bak waves to supporters in Seoul Voting stations are now closed in South Korea's presidential vote,[link widoczny dla zalogowanych], and exit polls so far show no deviation from the result many have expected for weeks. Lee's double-digit poll leads have persevered through months of allegations he once engaged in fraud and stock manipulation. South Korean prosecutors cleared him last week of formal charges,[link widoczny dla zalogowanych], but lawmakers approved an independent counsel investigation of the matter this week.
South Korean officials say turnout reached a record low in this election,[link widoczny dla zalogowanych], with only about 59 percent of the country's roughly 37 million eligible voters casting a ballot compared to about 70 percent five years ago.

The government and ruling party have decided to set aside a similar portion of the budget for aid to North Korea and inter-Korean economic cooperation as this year,[link widoczny dla zalogowanych], despite North Korea��s nuclear test in October.

The government will pay W650 billion into the fund next year, the same amount it bore this year, reaffirming it will largely continue its engagement with Pyongyang.

Israeli Ambassador Daniel Ayalon
Israel continues to criticize Russia's invitation to Hamas leaders to visit Moscow in the wake of the militant group's victory in last month's Palestinian elections,[link widoczny dla zalogowanych].
Israel's ambassador in Washington, Daniel Ayalon, says the international community must demand sweeping changes from Hamas, including a complete break from terrorism and full acceptance of Israel's right to exist. Appearing on CNN's Late Edition program, Ayalon said Russia is undermining what should be a unified message to Hamas.
"It is very puzzling, and, I would say,[link widoczny dla zalogowanych], troubling, because the Russians were part of the 'quartet,' which took a decision a week ago of no contact with Hamas unless they change," he said. "By breaching the unified position of the international community against a terror organization, they compromise our intention to bring about a change."
The quartet consists of the United Nations, the United States, the European Union,[link widoczny dla zalogowanych], and Russia. Russian officials have said they plan to emphasize the need for Hamas to reform itself in any meetings with the group's leadership.
Appearing on CBS's Face the Nation program, Secretary of State Condoleezza Rice indicated the Bush administration is taking a wait-and-see approach regarding the Russian invitation to Hamas.
"The quartet has signed on to a statement that says a Palestinian government must recognize Israel's right to exist, must give up violence, must accept the two-state solution, and so on,[link widoczny dla zalogowanych]," she said. "The Russians assure us that,[link widoczny dla zalogowanych], after President Putin's comments, that anything they say to Hamas will simply be to reinforce that message."

Sitting next to the Israeli ambassador on Late Edition was the Palestinian representative to the United States, Afif Safieh, who predicted that the international community's concern over Hamas' leadership will prove unwarranted.
"I believe that Hamas is going to behave with great responsibility, surprising many,[link widoczny dla zalogowanych]," said Safieh. "I personally believe that Hamas will be reflecting Palestinian preferences for a convincing peace process,[link widoczny dla zalogowanych], which was not the case for the last 15 years. They are aware that they do not have a mandate to go against the peace process which our people aspire for."
Hamas leaders have said they plan on traveling to Moscow later this month. Israeli officials have said that, as matters now stand, they have no intention of dealing with the incoming Palestinian government. China��s state-run Xinhua News Agency on Sunday came out in support of Korean sovereignty over the Dokdo Islets against Japan's territorial claim, saying Korea's right was 1,[link widoczny dla zalogowanych],400 years older. ��When we look at history, Dokdo has been recorded as Korean territory since 512 A.D., while Japan began considering it Japanese territory from 1905,[link widoczny dla zalogowanych],�� Xinhua said in a story on the Dokdo row.
Entitled ��Whose territory is Dokdo,[link widoczny dla zalogowanych]?�� the report was based on a story in the Shanghai Evening Post which said rich fishing grounds and deposits of oil and gas under the sea bed near the tiny uninhabited islets formed the background to Japan��s territorial ambitions,[link widoczny dla zalogowanych].
It offered a historical account of Korea��s claims to the islets saying Lee Sa-bu, a general of the Shilla Kingdom under King Jijeung,[link widoczny dla zalogowanych], conquered Usanguk -- the present-day Ulleung Island -- in 512, subjugating the Dokdo islets at the same time. During the reign of the Chosun Kingdom��s King Seongjong between 1471 and 1481,[link widoczny dla zalogowanych], the islets were referred to as Usan Island and placed under the administration of Ulleung Island.
It said Japan admitted Dokdo was Korean territory in documents from 1667 and again in a Japanese Foreign Ministry document of 1896.
The paper reported that at the end of the Chosun period in 1900, King Gojong proclaimed Statute No. 41, in which Ulleung Island and Dokdo were placed under the administration of the kingdom's Samcheok county.
Meanwhile, the paper said Japan first learned of the islets in 1618,[link widoczny dla zalogowanych], when it called the islets Takeshima after a lost fisherman happened on them,[link widoczny dla zalogowanych], and afterwards Japanese fishermen used it as a temporary anchorage.
But after clashes between Japanese and Korean fisherman in the seas near Dokdo in 1692 caused a diplomatic dispute between the two countries, Japan settled the conflict by barring its fishermen from the area. However, Japanese fishermen continued appearing off the islets.
The article said following the Meiji Restoration,[link widoczny dla zalogowanych], Japan demanded that Korea open up Ulleung Island and the Dokdo Islets and unilaterally began asserting in 1905 that the islets,[link widoczny dla zalogowanych], under the name of Takeshima, were Japanese territory.

Prosecutors are questioning Roh Gun-pyeong,[link widoczny dla zalogowanych], the elder brother of former president Roh Moo-hyun, after having indicted Jeong Hwa-sam, a high school friend of the ex-president's,[link widoczny dla zalogowanych], for receiving W3 billion (US$1=W1,[link widoczny dla zalogowanych],464) in the process of lobbying for Nonghyup, or the National Agricultural Cooperative Federation to take over Sejong Securities. As he was being investigated, Jeong reportedly said W2 billion out of the W3 billion in bribes were meant for the elder Roh. Prosecutors say they have circumstantial evidence showing that Roh Gun-pyeong owned a stake in a gambling parlor operated by Jeong and his brother and had been receiving dividends. Sources in the prosecution say an investigation of Roh is inevitable.
Former president Roh,[link widoczny dla zalogowanych], in a nationally televised address in March 2004, said his brother was just a simple old countryman -- at the time the simple man was involved in a scandal for allegedly being offered W30 million by former Daewoo Engineering & Construction president Nam Sang-kook,[link widoczny dla zalogowanych], who wanted to keep his job. At the time,[link widoczny dla zalogowanych], Roh said he wished educated men like the former Daewoo executive would leave his brother alone. Nam's family kept their mouths shut during Roh's term in office.
According to the investigation, the elder Roh then involved himself in the lobbying efforts over Sejong Securities in 2005. From his rustic hovel, he called the CEO of Nonghyup and introduced Jeong to him as someone who came from the "same neighborhood." That one phone call prompted the Nonghyup CEO to drop plans to acquire another brokerage on much better terms and pursue the acquisition of Sejong Securities. And that one phone call was also enough to get the agriculture minister at the time,[link widoczny dla zalogowanych], who had been opposed to Nonghyup's acquisition of any brokerage,[link widoczny dla zalogowanych], to stand down.
There have been several other accounts linking this simple countryman to the exercise of tremendous powers behind the scenes in the appointment of officials in government posts,[link widoczny dla zalogowanych], especially in top positions at state-run institutions. One dramatic example involves the president of a state-run company who sought the favor of the ruling party in the appointment of an official. When he learned that his request had been rejected, the executive happened to be driving along the Seoul-Busan expressway and immediately headed for Gimhae, the elder Roh's bucolic idyll.
No matter how hard the former president tries, power-hungry people in this country know exactly what some simple country folk can do for them. People who think about the future get worried about the potential backlash when the president's term ends. But simple men like the president's brother,[link widoczny dla zalogowanych], surrounded by flatterers, are oblivious to the risks and imagine they are kings, only to face a tragic end. A common theme in these stories involving presidents' brothers is that they all think they are the exception.

The U.S. government has begun to analyze the impact an investigation by an independent counsel might have on Lee. President Roh Moo-hyun trod on some domestic and international toes on Monday in a speech at the opening ceremony of the 58th World Newspaper Congress in Seoul,[link widoczny dla zalogowanych].
Roh called for "institutional mechanisms that can hold in check the misuse of media authority�� including "democratic control structures", saying only if those were in place were newspapers qualified to supervise and criticize. The president has been free with the term "media authority" when describing press organs critical of his government, while ��controlling groups�� similarly appeared to refer to those critical of him. But Cheong Wa Dae spokesman Kim Man-soo calmed fears that more controversial changes to the Newspaper Law are in the pipeline, saying the president's comments were theoretical.
Roh did not stop at his conflicts with the domestic press, telling an audience that included leading press magnates including New York Times chairman Arthur O. Sulzberger, "Newspapers need to look back to see whether they did not cause tensions between nations by ceaselessly exaggerating suspicions about weapons of mass destruction." Observers say that this statement was aimed at how the U.S. media has been reporting on the North Korean nuclear issue.
Meanwhile, Gavin O��Reilly,[link widoczny dla zalogowanych], acting president of the World Association of Newspapers,[link widoczny dla zalogowanych], strongly criticized the Korean government's newspaper laws through his opening address.
"Recent legislative moves in the area of the media do strike us as being somewhat incompatible with internationally-recognized standards governing the freedom to publish. We are aware that significant tensions exist between major newspapers and the State, with claims made regularly that there are plans to cut down their power by limiting their freedom.��
O��Reilly said he hoped Koreans ��will take these candid remarks constructively, as indeed they are intended." He added, "As an organization which exists in the first instance to defend and promote freedom of the press worldwide,[link widoczny dla zalogowanych], we frankly never shy away from commenting on restrictions to press freedom."

Afghan President Hamid Karzai has called Pakistani President Pervez Musharraf a brother, and said the two countries should work together to root out terrorism. In TV appearances Sunday,[link widoczny dla zalogowanych], Mr. Karzai addressed an ongoing dispute over which country is sheltering wanted al-Qaida terrorist leader Osama Bin Laden.
President Karzai said his country is taking a wait and see attitude about a truce recently signed between Pakistan and tribal leaders from regions along the border with Afghanistan.
At the same time, he told CNN's Late Edition violence in his country has increased.
"Our governor, a very prominent Afghan, was assassinated with a suicide bombing," said Hamid Karzai. "Other attacks took place in the area. So, we will have to really see, as we go ahead into future, if the agreement will hold, as it has been signed."
Afghanistan and Pakistan have traded barbs over which country is unwittingly providing sanctuary to wanted terrorist Osama bin Laden, who is believed to be hiding in the mountainous border region between the two countries.
The Afghan leader refrained from directly criticizing Pakistan. But in an exchange with host Tim Russert on NBC's Meet the Press, Mr. Karzai said if the world wants to eliminate terrorism, it has to address the roots of the problem.
KARZAI: "When I said we have to go to sources of terrorism, where they are trained, where they are equipped, where they are given money, where they are given motivation, and sent to kill international coalition forces, engineers, doctors,[link widoczny dla zalogowanych], Afghans, that's what I meant."
RUSSERT: "You're talking about Pakistan."
KARZAI: "Wherever the source is."
The war against terrorism will be high on the agenda when President Bush receives Mr. Karzai at the White House Tuesday. The two leaders are scheduled to have dinner with Pakistani President Pervez Musharraf on Wednesday,[link widoczny dla zalogowanych].
Meanwhile, another major issue in Afghanistan is a significant rise in the cultivation of opium poppies. Afghanistan supplies more than 90 percent of the world's opium and heroin poppy.
Mr. Karzai said he thought he could reduce the amount of poppies grown in the country when he was formally inaugurated two years ago. Now, he says,[link widoczny dla zalogowanych], poppy cultivation has become an economic reality.
"More than 30 percent of the Afghan economy runs on this,[link widoczny dla zalogowanych]," admitted Hamid Karzai. "The farmers live on it now. We are ashamed of it. It embarrasses us like hell, when I'm asked,[link widoczny dla zalogowanych], when the international community comes to speak to me about this."
Efforts to tackle this problem are getting a boost from the Clinton Global Initiative, run by former President Bill Clinton,[link widoczny dla zalogowanych], which has a plan to redirect Afghan farmers away from growing poppy. Mr. Clinton spoke on Meet the Press about a privately funded project aimed at encouraging Afghan farmers to switch crops.
"Our country, our government has spent quite a lot of money in Colombia, the Andean countries, not only helping to build up the security forces to fight the narco traffickers and their guerrilla supporters,[link widoczny dla zalogowanych], but also trying to help farmers in that region convert off of growing coca,[link widoczny dla zalogowanych]," said Bill Clinton. "And the economics have been quite challenging. So,[link widoczny dla zalogowanych], we might find out some things in Afghanistan that might change that all over the world."
The $450,000 project, called the Global Partnership for Afghanistan,[link widoczny dla zalogowanych], will launch 100 commercially-viable orchard and woodlot businesses in Afghanistan, with an eventual goal of giving Afghan farmers a higher rate of return than poppy cultivation.
